Gerard Bartlett was a member of the Albuquerque Police Department (APD) for twenty years. Initially, he worked as a patrolman in the Field Services Bureau where he also held collateral duties as a Crisis Negotiation Team Member, Gang Suppression Officer, Enhanced Crisis Intervention Team member, and Field Training Officer.
After promotion to the rank of Sergeant, Gerard was assigned to the Valley Area Command where he worked in the Downtown Public Safety District. Next, he worked as a first line supervisor for almost three years with APD’s Central Narcotics Unit and Dangerous Drug Unit, which utilize undercover operations to disrupt and dismantle drug trafficking organizations.  During this time, APD became a funded HIDTA initiative and built relationships with federal agencies eventually leading to the cross-commission of all APD Narcotics detectives as Federal Task Force Officers. Then, Gerard took on a challenge by becoming the department's first Sergeant within the Violence Intervention Unit, which involved a multi-department partnership aimed at curbing gun violence / retaliation through encouraging intentional connections with peers having lived experiences.

After promotion to the rank of Lieutenant, Gerard returned to work in the Field Services Bureau in the Southwest, Valley, and Southeast Area Commands where he managed patrol watches made up of three to four teams.  Gerard then transitioned to the role of Tactical Lieutenant, where he served as incident commander for tactical activations involving Special Weapons and Tactics (SWAT), the Explosive Ordinance Disposal (EOD) Unit, the Canine Unit (K9), the Crisis Negotiation Team (CNT), and our Tactical Emergency Medics (TEMS).

As a Lieutenant, Gerard was also selected to participate collaterally within the Albuquerque Police Department's Indigenous Community Ambassador Program, which also involved a Governor's appointment to the State of New Mexico's Task Force for Missing and Murdered Indigenous Women and Relatives.

Gerard transitioned to the role of Acting Commander over APD's Metropolitan Support Division, which was comprised of the Operations Review Section (Fleet, Staffing, Emergency Response Team) the Metropolitan Support Section (Horse Mounted Unit, Air Support Unit, Open Space Unit, Metropolitan Court Security Unit), the Prisoner Transport Section, and the Transit Safety Section.  Impactful projects while working this role included the re-establishment of our Open Space Unit, helping to develop/facilitate increased staffing initiatives for Open Space and Prisoner Transport personnel, participating in the purchase of a new rotary winged aircraft, and creating/establishing the non-sworn Transit Safety Section at APD.

Gerard was then appointed to the full rank of Commander and transitioned to manage APD's Crisis Intervention Division, which is comprised of the Crisis Intervention Section (follow-up detectives, crisis intervention trainers, Mobile Crisis Team co-responder model), Prisoner Transport Section, and Transit Safety Section.  In this role, he received an additional Governor's appointment to the State of New Mexico's Supreme Court Commission on Mental Health and Competency and became a voting member for the City of Albuquerque's Mental Health Response Advisory Committee.  While a Commander, Gerard was also temporarily upgraded to the role of Acting Deputy Chief on multiple occasions where he was entrusted with liasoning for APDs Special Operations Bureau.

Gerard is a graduate of Northwestern University's School of Police Staff and Command, holds a Master of Arts degree in Counseling, is a Licensed Mental Health Counselor in the State of New Mexico, and is currently a doctoral student in the University of New Mexico's Counselor Education program.
