Master Sergeant Liebe is a twenty-eight (28) year veteran of law enforcement and has been with the Illinois State Police for twenty-four (24) years. During his career Master Sergeant Liebe assignments include patrol, investigations and tactical units. He served thirteen (13) years with the Tactical Response Team of the Illinois State Police as a team member, instructor and statewide coordinator. He served in a narcotics investigation unit for three (3) years before being assigned to a three (3) year detail to the Drug Enforcement Administration (DEA). While at the DEA, he worked clandestine laboratory investigations and taught lab safety and awareness. Master Sergeant Liebe is trained and certified in clandestine laboratory investigations and as a site safety officer. In 2000, he was assigned to the Illinois State Police Department's Clandestine Laboratory Program, as the coordinator.
As the coordinator of the Illinois State Police's Clandestine Laboratory Program, he is responsible for the operations and training pertaining to the department's clan lab program. He also develops standard operating procedures, develops and provides training and is responsible for equipment selection and procurement. He was instrumental in the development and implementation of the Illinois State Police dedicated methamphetamine response teams and the clandestine laboratory waste container programs. Master Sergeant Liebe also serves as a consultant to the media by virtue of inquires to the department. He has assisted both local and nation news sources in preparing features on methamphetamine.
Master Sergeant Liebe instructs for the Multijurisdictional Counterdrug Task Force Training (MCTFT), the Drug Enforcement Administration and as an adjunct professor with the University of Illinois Springfield Branch. He has developed curriculum for Clandestine Laboratory Safety and awareness, Advance Clandestine Laboratory Investigations and Clandestine Laboratory Certification.
Master Sergeant Liebe has an A.A.S. in Criminal Justice from the Illinois Valley Community College, a B.A. in Criminal Justice and a M.A. in Legal Studies form the University of Illinois. He is also a graduate of the Southern Police Institute, Administrative Officer's Course #83, University of Louisville.
